A second home in Paradise Valley, a Phoenix condo you use in the winter, or a house you list when you are not in town is not automatically a “homeowners” file. Carriers care whether you live there, how many nights other people live there, and whether those people are guests paying by the night.
If you bought the place as a getaway and then turned on VRBO, the policy you bound at closing may already be the wrong one.

Second home vs vacation rental vs primary
Say the occupancy in one sentence.
- Primary: you live there most of the year. That is Scottsdale home insurance (or Scottsdale condo insurance if it is a unit).
- Second / seasonal home: you occupy it part of the year, it is not rented, or it is rented only in a way the form allows. Carriers still ask about unoccupied months, caretakers, and water shutoff.
- Vacation / short-term rental: paying guests, usually under 30 days. That is an STR file. For Scottsdale addresses, read Scottsdale Airbnb insurance — the city has a $500,000 liability rule and an annual license of about $250 per property.
- Long-term rental: a tenant for a month or more. Scottsdale landlord insurance.
Phoenix, Paradise Valley, Scottsdale, and unincorporated Maricopa County do not all use the same local license packet. We insure the property. You still have to satisfy the city or town you are in. We will not invent another city’s fee or insurance number. If you are in Scottsdale city limits, we can point to Scottsdale’s published $500,000 / $250 figures. If you are in Phoenix or Paradise Valley, confirm current STR rules with that city. Then we match the insurance to the real use.
Why second-home forms fail when you list the house
A second-home policy assumes you (and your household) are the people who stay there. It assumes periods of vacancy you manage like an owner: heat, water, a neighbor who checks.
A listing on Airbnb or VRBO changes:
- Who is in the house
- How often unknown people use the pool
- Theft and party risk
- Whether a carrier will pay a fire or injury at all
If the application said “secondary residence, no rental,” and the calendar is booked in March, you have a problem. Claims people can read listings too.
Mixed use is common in this Valley: you take February, a sister takes Thanksgiving, and the rest is listed. That is still an STR conversation for the listed nights. Put it on the application.
Paradise Valley and Phoenix specifics we actually care about
Paradise Valley. Larger lots, higher rebuild numbers, pools, guest houses, and privacy walls. Dwelling limits have to be rebuild, not a hopeful market value. Guest houses used as lock-off rentals are their own occupancy question. Brush and desert edge come up on some lots the same way they do in north Scottsdale.
Phoenix. Everything from Arcadia bungalows to downtown and high-rise condos. A Phoenix high-rise used as a vacation rental is a condo + HOA + STR problem. The master policy and the association rules can kill a listing even if we can find a unit policy. Bring the HOA docs.
Fountain Hills, Carefree, Cave Creek. Second homes and weekend properties. Access, brush, and “we are not there half the year” matter as much as the roof.
Scottsdale city. If the address is inside Scottsdale, use the city’s STR license path for stays under 30 days, TPT, Maricopa County registration, neighbor notice, and the $500,000 liability minimum. Details are on Scottsdale Airbnb insurance.
Maricopa County rental registration (A.R.S. 33-1902) can apply before a property is occupied as a rental. That is a county item, not an insurance binder.
What we try to put on the policy
Same building blocks as a dedicated STR, adjusted for part-year owner use:
- Liability that meets any city minimum you actually have, and enough for a pool injury (many owners go above a floor and add Scottsdale umbrella insurance)
- Dwelling or walls-in at rebuild
- Loss of rental income after a covered loss
- Theft / guest damage to the extent the form includes it
- Ordinance or law on older Phoenix and Arcadia stock
- Water and vacant-home conditions for the months nobody is there
Platform host protection may help on booked stays. It does not rebuild a Paradise Valley house, and it may not apply to owner-direct weeks. If you take any direct bookings, get your own policy.

Second homes, STRs, and coastal or out-of-state companions do not all fit one company. If Farmers cannot place it, we shop Kraft Lake markets such as Liberty Mutual, Travelers, Progressive, National General, Mercury, Branch, Stillwater, Foremost, Steadily, and Pacific Specialty.
We are licensed in Arizona, California, Oklahoma, and Texas. Snowbirds with a Scottsdale or PV house and a California or Texas property can often keep both conversations in this office. Garaging and occupancy still have to be true in each state.

FAQ
Does Phoenix have the same $500,000 STR insurance rule as Scottsdale? Scottsdale publishes a $500,000 liability minimum for licensed STRs and an annual city license of about $250 per property. Phoenix and Paradise Valley have their own rules. Confirm with that city. We will write the insurance to the use you describe.
Can I keep a second-home policy if I rent a few weeks a year? Usually you need the rental use on the policy, or a different form. A few weeks still matter. Call (480) 860-0860 before you list.
Is a winter-only house a vacancy problem? Unoccupied months are underwritten. Water shutoff, checks on the house, and alarm/monitoring questions come up. Tell us how you actually leave it.
What if the vacation home is a condo? Then we need the master policy and HOA rental rules plus the unit form. Start with Scottsdale condo insurance and tell us the city and the listing plan.
