A permit or a new license in a Scottsdale household is not a small auto change. Carriers price who lives in the house, who has access to the keys, and which car that new driver will actually use. Parents who hope the teen “is not on the policy yet” often find out the hard way that the company already expected them disclosed.
This guide is educational, in plain language, for East Valley families — Scottsdale, Paradise Valley, Phoenix, and the North Valley — who want the conversation straight before the MVD appointment or the first solo drive. It is written by Colby Neal / Neal Insurance Agency — not by Farmers corporate.

List first — do not hide a household driver
Arizona households get sideways when a licensed person in the house is “not on the policy.” Carriers want the people who live there and have access to the keys. That includes a teen with a learner permit or a new license, a college student who still claims the Scottsdale address as home, and a spouse who “rarely drives.”
Tell us, on the first call:
- Everyone in the household of driving age
- Permit or license dates for the teen
- Which vehicle they will drive most (the old car is still a liability question)
- Any out-of-state school address and when they are home
- Tickets, accidents, and claims — we will see them on the report anyway
- Who, if anyone, you want excluded, and why
Hiding a household driver is how a claim gets denied. We would rather have the honest list now than clean up a denied claim later. The broader household walkthrough lives on the Scottsdale auto insurance guide.
Arizona minimums are not sized for a new driver
Arizona’s legal auto minimum is 25/50/15 liability. That keeps you legal. It is not sized for a serious injury on Scottsdale Road, Shea, or the 101 when a new driver is in the household. Uninsured / underinsured motorist (UM/UIM) still matters — insurers must offer it; you can reject it in writing, and we would rather you understand that choice before you sign it away.
We will not invent sample premiums, “teen surcharge” dollar amounts, or a fake “good student saves X%” claim on this page. Age, vehicle, driving record, credit-based insurance score where allowed, and the rest of the household all move the number. The quote is the phone call.
Exclusions are a trade-off, not a trick
Sometimes an exclusion is the only path a carrier will take for a household driver. That can make the rest of the file bindable. It also means that excluded person is not covered if they drive. If they take the keys anyway, you can be looking at a denied claim and personal exposure.
We will say that trade-off out loud before you sign anything. Exclusions are not a quiet workaround to “keep the rate down” while the teen still drives the family cars every weekend.
Which car the teen drives still matters
Parents often put the new driver on the oldest, cheapest car. That can help. It does not erase liability if that teen borrows the nicer SUV for a trip to school or a weekend with friends. Tell us the real use pattern — primary car, occasional borrow, or “they drive whatever is in the driveway.”
Newer vehicles, financed cars, and higher liability goals belong in the same conversation as the teen listing. So do motorcycles, golf carts in gated communities, and side-by-sides — those are not automatic on the auto policy. See motorcycle, ATV, boat, and golf cart insurance.
Umbrella and the house in the same call
A pool, a house, and a new driver are why many Scottsdale families look at an umbrella in the same season they add the teen. Umbrella underwriters want real underlying auto and home limits. Keeping cars on Arizona minimums at one carrier and the house somewhere else often means we have to move the underlying before an umbrella will bind.
If you want the household quoted together, say so on the first call. The joint path is the home + auto bundle quote page. Tile roofs, pools, and brush still belong on the home walkthrough — not on a teen-only silo.
College, two-state garaging, and the honest address
A teen at an out-of-state campus who still comes home for breaks is usually still a household conversation. A car that actually lives in another state is a garaging conversation. We are licensed in Arizona, California, Oklahoma, and Texas. We will not write a Scottsdale policy for a car that truly lives somewhere else just to save money. See also two-state household.
What to bring to the call
- Names, dates of birth, and license / permit info for every driver
- VINs or year/make/model for the cars the teen will use
- Garaging address (not always the same as mailing)
- Current declarations page and expiration
- Whether you want the home or condo in the same quote
- Any SR-22, prior lapse, or recent ticket / accident
Need same-day proof for a purchase or a school form? Call before you are in a finance office or a last-minute scramble. We move faster when the household is already on file.
How this agency places it
We are a Farmers Insurance agency. Colby Neal is a third-generation Farmers agent. Farmers is the first conversation for preferred auto. Bristol West for some auto risks Farmers will not take — driving record, prior lapses, or a profile that does not fit the preferred company. If we need other markets, we look through Kraft Lake — and we will say which path we are on.
Amanda runs the agency; Dani handles a lot of the service file; Jordan works with us on new business. English, Portuguese, and Spanish.
Call or text (480) 860-0860. Tell us “adding a teen” and which cars they will drive. We will not send you to an online bind widget as the plan.

FAQ
Do I have to list my teen on the Scottsdale auto policy? If they live in the household and have a permit or license (or access to the keys), carriers generally expect them disclosed. Hiding a household driver is how a claim gets denied. Call (480) 860-0860 with the household list.
Will a teen driver raise my premium a lot? Often yes — age, vehicle, driving record, and household profile matter. We will not invent a dollar figure or a fake “save X%” on this page. Call for a real quote.
Can I exclude my teen instead of listing them? Sometimes an exclusion is the only path a carrier will take. It also means that person is not covered if they drive. We will say that trade-off out loud before you sign anything.
What about Arizona minimum liability with a teen in the house? Arizona’s legal minimum is 25/50/15. That keeps you legal. It is not sized for a serious injury on Scottsdale Road when a new driver is in the household. We will talk liability, UM/UIM, and whether an umbrella still fits.
Do you only write Farmers for teens? Farmers first. Bristol West for some auto risks Farmers will not take. Other markets through Kraft Lake when needed. Call (480) 860-0860.
